In Elusive Equality, Jeffrey L. Littlejohn and Charles H. Ford place Norfolk, Virginia, at the center of the South's school desegregation debates, tracing the crucial role that Norfolka€™s African Americans played in efforts to equalize and integrate the citya€™s schools.
