In 1993, the UN Economic Commission for Europe (UNECE) was mandated to carry out an extended programme of environmental performance reviews (EPRs) of European transition economies, designed to improve environmental management and reduce pollution in individual countries and to promote the co-operation and convergence of environmental policies throughout Europe.
