The purpose of this study was to understand how instructional design (ID) models were being used in the design and development of Web-based instruction (WBI). There was limited current research in understanding to what extent existing ID models are suitable for developing WBI. A 3-round modified Delphi method was used to understand which elements of an ID model are necessary in developing WBI, which ID models are most commonly used in developing WBI, what instructional designers believe about the appropriateness of current ID models for developing WBI, and which factors influence choice of ID models for WBI. This study engaged 14 academic experts in instructional design and WBI to obtain expert perspectives and corroboration from which to extract recommendations for changes to an ID model or to inform the development of a new ID model for WBI. Participants in the modified Delphi study were sought through membership in the Sloan Consortium and an accrediting agency. A pilot study was conducted to validate the survey instrument used in the first round of the modified Delphi study. The pilot study consisted of 6 participants sought through membership in the Ohio Learning Network (OLN). The findings in this research study highlighted some potential discrepancies between instructional design theory and practice. Among findings were that the majority of participants were not using ID models to design and develop WBI as the models' authors intended. This modified Delphi research study also produced several findings on how to modify existing ID models to be more suitable for designing and developing WBI in higher education settings. While consensus was not achieved in all areas of this research study, useful information was discovered to provide the instructional design profession with new research on current uses of existing ID models for WBI, and perspectives on the extent to which existing ID models are appropriate for developing WBI.Data Collection Procedures All communications between the researcher and the modified Delphi participants were done electronically.
